Federal officials say money can only be spent on the Calvary to Waterton Lakes road with oil and labor for applying the oil. Parts of the 50 mile stretch are not ready for the better treatment, making total expenditure unlikely to exceed the grant. Minister Fallon says Edmonton to Jasper and Montreal to Calgary sections may be eligible for park highway designation.
