The Great Lakes Waterways Development Association warned Ottawa that the St. Lawrence Seaway cannot be paid off by traffic revenues alone. It urged tolls not to exceed the project’s costs and criticized the proposed lockage charges at Welland and the idea of tolls on the Montreal to Lake Ontario segment. The association noted debt rising from 283.4 million in 1959 to 862.8 million by 1964, beyond the original 50 year plan.
