The Imperial Order Daughters of the Empire urged Prime Minister Pearson to hold a national plebiscite on the Canadian flag issue. The telegram, read at the 64th annual IODE meeting in Fredericton, urged Canadians to vote on whether the Red Ensign should remain or a new design be adopted.
Ottawa reports the government asks the House of Commons to approve a new flag design based on three maple leaves on a single stem and Canada's red and white colors. The plan, sparked by Liberal MP John Matheson, aims for a 1965 debut, though debate and majority support remain uncertain.
In Ou i Port Alfred the Quebec Association of Veterans of the RCAF with 800 members unanimously supported Prime Minister Pearson s maple leaf flag plan. In Mont Joli the Junior Chamber of Commerce backed a three leaf maple flag with white field and blue borders and endorsed O Canada as national anthem.
ST John s Newfoundland Premier Smallwood repeats belief that a distinct Newfoundland flag cannot symbolize Canada alone. He says reports from across the province show people want either the Union Jack or the Red Ensign, or both, kept as Canada flags to reflect loyalty to the Crown and Commonwealth.
South Viet Nam Ambassador Vu Van Mau accused the Viet Cong of systematic border violations as the Soviet Union and Czechoslovakia left the United Nations Security Council chamber during his speech. Mau urged a two point plan including a UN expert commission to define the frontier and joint patrols to curb incursions. Cambodia rejected joint patrols, as the council debated charges of aggression against South Viet Nam and the United States.
George and Ewald Abel of Calgary won the first Empress canoe race finishing 110 miles in 12 hours 13 minutes with a 16 foot fiberglass canoe and a Hycroft China plate. Medicine Hat police duo Lance Mayer and Adam Borys placed second by a slim margin, while Ernn Biro and Bob Trautwein trailed close in third as 18 canoes and a kayak competed on the South Saskatchewan River.
Reuters reports Pathet Lao forces push north and south of Plaine des Jarres with 800 troops on the move toward Berikhan Meo Mountain area west of Paksane. North Vietnamese battalions and technicians accompany the Pathet Lao on the plain near Vientiane, amid the fall of Muong Kheung to Pathet Lao tanks.
Police reported no serious damage from the Sunday wind storm but a rear end collision occurred on Highway 3 as dust reduced visibility. Damages to both cars were estimated at 250 dollars. Winds peaked at 70 mph at 3:30 PM with gusts starting earlier and easing by evening.

Calgary engineers expect a week delay before normal subway service returns after an 18 inch water main burst Sunday. The flood tore a crater in the west lanes and buckled a sidewalk retaining wall and steps. Basements of three businesses flooded and a car driven by 19 year old Bruce Langlands was submerged. No damage estimate or injuries reported.
Beijing denounces U S U N border patrol proposals as a bid to expand American aggression in Indochina. China says the United Nations must not be drawn into the South Vietnam Cambodia frontier dispute and that U S advisers claim Viet Cong sanctuaries in Cambodia.
Regina Estevan and Saskatoon report grasshoppers hatching early. Cliff Barrett notes hot dry weather will hasten spread to a general outbreak within a week. This year’s Saskatchewan grasshopper population is forecast at less than half of last year and infestation area is down 39 percent from 1963. Chemical pesticides are used for control.
