SRINAGAR Indian Kashmir AP Red China appears to have absorbed the tiny Indian enclave Menser a dot on western Tibet near the Kashmir border about 70 miles inside. Menser with 300 residents paid 30 a year rent to Kashmir but the Kashmir government says rent has been collected only twice since 1949 and Peiping has not replied to protests. Even before the Tibetan revolt this year China avoided declaring ownership of Menser.
At the Big Four foreign ministers conference in Geneva West Germany and France united against the Soviet plan for a German peace treaty. Wilhelm Grewe backed the Western package for reunification while Maurice Couve de Murville argued against signing with two separate governments. Gromyko urged urgent treaties with East and West Germany and Selwyn Lloyd condemned any coercive German settlement. The U S warned Khrushchev against tying a Berlin deadline to a summit.
Western ministers say they are willing to discuss four proposals by Russia's Andrei Gromyko as separate issues while avoiding the sense of scrapping the broader program. Gromyko rejected that view in a strong speech at the big four conference. France and West Germany favor a tougher all-or-nothing stance, though the group supports the German package.
