Rome reports a royal decree published by the official gazette placing all Italian railroads and utilities under military supervision. Rome notes on May 19 that Austria has decided to entrust the United States with the proceeding of some matter, as reported via Paris.
The Dowager Queen Margherita mother of King Victor Emmanuel plans to provide aid to wounded Italians and issue wartime measures for a potential mobilization as war looms. Reports note Germany seeks to coordinate relief with Switzerland and Britain discusses Russian front setbacks amid German rail advantage. A Guild Hall gathering with Asquith and Bonar Law honors Overseas Dominions for their role in defending liberty and justice.
London May 19 Premier Asquith announced in the House of Commons that a reconstruction of the government on a broader basis is under consideration. He stressed changes, if any, would not affect the Prime Minister or Foreign Secretary and would serve the war effort only. The government seeks opposition cooperation, with Unionist leaders likely to join, while Labour inclusion is debated.
Amsterdam report from Berlin says listeners agreed war with Italy was inevitable after Von Bethmann-Hollweg spoke in the Reichstag. He outlined suggested concessions to Italy including Tyrol, the Insozo region, Trieste as an imperial free city, and Italian sovereignty over Aviona and Albania, with Austria-Hungary insisting on preserving national interests.

He noted Austro-Hungarian and German agreement to guarantee loyal fulfillment, claiming broad support across Germany, Austria-Hungary, and Italy. He warned that Italy's decision could avert or trigger wider war, and declared readiness to meet new dangers with confidence if the alliance frays.
Washington reports Germany will not complete its reply for a week and may not reach Washington for about ten days. Berlin is expected to indicate submarines may act toward merchantmen like destroyers or cruisers, allowing time for passengers to disembark if ships are unarmed or if passengers and contraband are separated.

Mrs. J. W. Morrow received word that her nephew Ralph Herald, son of Dre Wilson Herald of British Columbia, was killed in action while with the Vancouver Highlanders Sixteenth Battalion at the front.
Medicine Hat bids farewell to the 3rd Canadian Mounted Rifle Regiment amid citywide closures and a public tribute. The parade through main streets ended at the ball park with an illuminated address from the mayor and speeches by officials, echoing pride and prayers for the unit’s safe front return.
Ottawa May 19 Casualties to the Militia Department show 709 killed or wounded and 1057 missing. After the battle more casualties are expected. The Canadian division apart from the Patricias has not been heavily engaged. British forces have suffered reduced fighting strength and may require reorganisation.
Rome reports a revolt at Pola on the Adriatic where 10,000 Italians including troops rose up. The defense says 50 were killed and 100 wounded amid the unrest.
