Ottawa May 15 Government bill to exempt appraisers investigators and preventive service from Civil Service Commission was given second reading. MPs warned the measure could invite patronage while Euler defended merit and urged minimal provisions for returned soldiers. The bill passed committee and moves to third reading.
General Umberto Nobile reports from the Arctic airship expedition headed toward the unexplored area between Franz Josef Land and Lenin Land. The crew sights no land up to 2 30 Greenwich time and then turns north with visibility improving. The ship reaches latitude 82 and moves toward Alfred Handsworth Island.
Canada reports higher income tax receipts while customs and excise income drops nearly one million from April 1927. Overall revenues from customs duties excise taxes and excise duties total $19,607,948.42, down from $19,688,? in April 1927 with exports lower and imports higher in the month.
Edmonton May 15 Premier Brownlee in convocation addressed newly minted LL D graduates. He praised the university, retiring president Dr Tory, and urged graduates to apply truth and knowledge for the province’s progress. He emphasized freedom from prejudice, state service, and honest advancement through research.
William Milton 44, of 467 Fifth Street, left home at 9 30 a m Monday and has not been seen. He is a C P R engineer in poor health, Scottish, five eight, about 190 pounds, clean shaven with ruddy complexion. Last worn a steel grey suit, sand colored soft hat, black shoes, gold Elgin watch on a heavy silver chain with a Masonic emblem. Report sightings to Chief Taylor.
Berlin on May 16 reports grave fears in official and family circles over the illness confining Foreign Minister Dr Gustav Stresmann to his bed. His condition remained unchanged after a quiet night and a midnight medical consultation concluded without further calls.
Winnipeg grain inspections show total wheat cars at 638 this year versus 360 last year. Contract grades reach 300 compared with 44 in the previous year.

Tokio reports a looming clash between Northern and Southern Nationalist forces threatening Tientsin and Peking. Northern troops retreating, with Marshal Chang Tso-Lin said to prepare to evacuate Pekin for Manchuria as Nationalists advance.
In the Commons government and private members will be taken up today as the Senate sits. Yesterday the Government exempting certain positions in the National Revenue Department from Civil Service control was referred back from committee. The Pension Act amendment bill was reported from committee and after a division the Bell Telephone Company capital increase passed committee. Debates on a dumping duty and a Brockville to Morristown bridge were talked out. In the Senate the liquor traffic bill received third reading and the Livestock Act amendment also reached third reading.
Regina May 16 Two men identified as Dr A McMillan of Winnipeg formerly of Dubuc Sask and George Brooks of Dubuc were killed when their speeding car left the road near Dubuc last night striking a culvert and overturning both men were thrown beneath the vehicle before they could escape Dr McMillan age about sixty had returned to Dubuc to close up business and reunite with his family Surviving him are his wife and two sons and Brooks leaves a wife and four children to be interred at Dubuc
London report quotes Sir Tukoji Rao former Maharajah of Indore saying he and his third wife Nancy Ann Miller of Seattle may visit the United States. Separate note mentions healthcare and pensions department proposed by legislation in committee.
