Genoa reports say the economic conference sub committee on Russian affairs faced a critical rift between British and French positions. France refused to join mixed commissions with Russians to discuss credits and property nationalization, while Poincaré instructed Barthou to halt negotiations with Russia and press for ending the talks. London May 13 The house of commons spent five hours debating the labor party bill for unemployment prevention and better treatment for the unemployed. Labor speakers urged empowering the minister of labor to cooperate with local authorities to organize seasonal works and provide maintenance, plus training facilities for the jobless where work is unavailable.

Passaic New Jersey May 12 The General A S Bart camp of Spanish American veterans adopted a resolution urging the federal government to deport Lady Astor as an undesirable alien following charges that members of the G A R were maligned by the British parliament member during her visit to the United States. Ulster Specials disrupt republican drillers in Rathfriland raid

Ulster special constables surprised a republican drilling party in Rathfriland County Down. The group opened fire and specials retorted. Reinforcements from Newry raided a nearby hall, arresting 26 men including Father Patrick McCartan, and seizing rifles revolvers and two bombs.

In Ottawa on May 13 the Senate heard Judge Ed Bar nard propose amendments to the Judges Act. The plan would allow governor general in council to act on justice minister recommendations after three months notice to a judge who can no longer perform duties due to age or infirmity. Retiring allowances would be tied to salary at the time of resignation notice.

Winnipeg reports say the Assiniboine river breached dykes near Iberville 15 miles west of the city. Hutterite residents fought flood waters since early morning with sandbags and dirt to raise the embankment while crews work to prevent miles of inundation in the low basin.

Restaurant Licensing Act Opens June First 1922

The Reatearch bill passed last session requires a license to operate a restaurant starting June first 1922. Fees are ten dollars in cities or towns and five dollars elsewhere. Applications go to the attorney general and must be approved by the local council. Citizens may view forms at the police chief's office. The act defines a restaurant as any place selling food or drink for on premises consumption including cafes, lunch rooms, tea rooms, buffets and soft drink bars.
