Prime Minister Brian Mulroney told a Toronto business crowd that Quebecers want to be part of Canada while respecting differences. He cited Meech Lake as a statement of national love and urged all Canadians to endorse it. He warned only six weeks remain before the June 23 ratification deadline and urged unity.
RCMP officers moved into Alberta jails as about 1,800 guards joined the strike, challenging wage parity and pensions. The Alberta Court of Appeal ordered strikers away from courthouse entrances while the government offered five percent raises this year and next. Contempt charges loom for about 750 social workers who defied a return-to-work order amid a case-load dispute.
The RCMP reviews the sworn testimony of former MP Michel Gravel about donors who paid for a July 1985 party and allegedly passed cash to former works minister Roc LaSalle. RCMP will decide on a full probe after obtaining a transcript. Gravel declined further interview. LaSalle denies receiving money and quit politics in 1987 amid unrelated space-leasing allegations.
Ottawa reports link a string of Mulroney government figures to ethical scandals. Individuals include Senator Michael Cogger facing conflict of interest claims, Edouard Desrosiers charged with corruption, Jean-Luc Joncas accused of misusing Commons funds, Richard Grise convicted in a kickback scheme, and officials tied to improper measures and loans. Police and RCMP investigations probe further alleged abuses.
Justice Minister Kim Campbell announced planned amendments to Canadian gun laws aiming to tighten firearms acquisition certificates. The changes would require more information and a guarantor, with a $10 certificate issued by police, as Parliament weighs magazine size limits and bans on imported automatics.
The Consumers' Association of Canada urged a new federal watchdog to publicly expose firms that misuse the GST to gauge prices. It would report to the consumer and corporate affairs minister and rely on embarrassment rather than fines to compel price reductions during the GST transition.
The Senate internal economy committee proposed a tax free 153 per day performance bonus for showing up for debates committee work or joint Senate Commons hearings. The plan targets parity with MPs who already receive tax free allowances.
