South American mediators redefine the dispute as United States versus Huerta not Huerta versus Carranza. They urge using Mexico’s internal conflicts to influence negotiations and suspend hostilities to advance the U S effort, noting the need to address all Mexico United States issues in talks.
Five men went out in a small boat on Spanish River at Espanola early Sunday. The craft upset in swift current, one man survived reaching shore, while four others drowned. Names include J. Jamieson who leaves a widow and two children, Wm. Stander with a wife and five children, and R. Ross and S. Brant as single men.
A bylaw to regulate hours and salaries for city electrical workers was tabled by Aid Collier. It sets nine hours for linemen and eight for power-house staff with overtime rules and special Sunday holiday rates. The council deferred action, sending the matter to the finance committee, and kept the bylaw in abeyance.
Word reaches that Empress Hotel Company has been granted the first license at Empress Alberta. The development marks a milestone for the community and local business expansion plans in the region.

National Guard mobilization instructions issued from Washington cover finances and rail transport.
A Vera Cruz dispatch to the war department says Mexican federal troops have mined railroad tracks from Vera Cruz to Mexico City in preparation for possible destruction of the line if American forces advance on the capital. Reports also indicate damage to the San Francisco bridge of the Inter Oceanic railroad.
The Trades and Labor Council presented a platform with fifteen municipal measures and urged extending the franchise to all city householders. Key items included municipal ownership of utilities, no extension of a street railway franchise, public baths, fair wage clauses in contracts, one year council terms, playgrounds, and limits on real estate speculation. The council referred the householders franchise petition to the legislation committee for report.
New Orleans May 5 Mexicans did not spare Nelson O'Shaughnessy former American charge at Mexico City as baggage from his party’s special Huerta train to Vera Cruz was stolen. The OShaughnessys shopped this morning and planned to depart for Washington The ex diplomat denied knowledge of any Mexican council to govern if Huerta falls and avoided discussing the situation.

Toronto reports the death of Rev H A Mc Pherson, pastor of Chalmers Presbyterian Church, Dundas street and Dovercourt road, after a brief illness from Bright's disease. Also reminders of a Baptist choir concert tonight at 8.
Winnipeg May 6 The Lake of the Woods Milling Co negotiates purchase of a large flour mill in Medicine Hat with completion expected tomorrow or Thursday.
An early morning blast at the Panama government dynamite magazine killed eight men and seriously injured nineteen others. The incident caused extensive property destruction.
Montreal May 4 J H Julien K C renowned commercial lawyer died at two this afternoon aged 69.
Despite bad weather yesterday a large crowd, young and old, attended the Monarch theatre to see Quo Vadis. The program ran nearly two hours and offered both instruction and entertainment with actors faithful to the author’s ideals.

London May hearing of Mallyana Despatie Tremblay versus Napoleon Tremblay over a 1904 marriage later found invalid. Arguments cited Article 127 of the civil code and ecclesiastical impediments under the Council of La tern, with Henry VII statute invoked, noted as first Canadian precedent.
The city council received the April report from the city engineer detailing water gas and sewer extensions and sidewalk work. Gas mains extended 1500 feet with 22 meters and 36 services installed. water distribution added 3888 feet with six inch pipe and 59 services. 9463 feet of domestic sewers and 2837 feet of storm sewers laid. Sidewalks totaled 91,134 square feet, plus 2250 square feet of crossings. The Altawana subway roadway was widened and Ross Creek bridge refloored. Central Park plans include new property line and tree placement, with sidewalks to be built in Central Park neighborhood.
Report from Quebec on May 5 notes a flood of newcomers at the seaport with about 10 000 arrivals to date and over 14 400 landed yesterday. Seven steamers carried immigrants including Austania, Sicilian, and Grampian bringing more than 2 000 additional newcomers.
