City police begin vehicle checks for registration and equipment and will clamp down on improper turns and signaling. Traffic officers will stop cars for safety checks and issue summons if standards are not met.
Sgt. McKenzie states inspections cover brakes, wipers, mirrors, plates, headlights, brake and signal lights and license plate light. Drivers are asked to pre check lane changes. no warnings issued for noncompliance as owners must ensure proper maintenance and operation of their vehicles.
Farmers in the Medicine Hat area hoped for steady rain but only a light shower fell at 10 am. Isolated showers are forecast with clearing skies. Suffield meteorologist Oliver Johnson said precipitation will be light, with rain largely confined to British Columbia and the foothills, while Peace River sees snow. The Alberta Wheat Pool’s first 1961 crop report is optimistic, noting need for timely moisture in Southeastern Alberta. In Medicine Hat region topsoil and subsoil stay very dry, with 40 percent of wheat seeding done and 95 percent complete near Burdet.
CBC general manager H. G. Walker said CBC will not accept CFTO-TV Toronto’s offer to televise Big Four football games via CBC stations without purchase charges. CFTO had outbid CBC for 1961 and 1962 rights.
In Laos the government and leftist rebels opened military talks toward a cease-fire. Gen Phoumi Nosavan announced fighting near Vang Vieng paused, with talks to cover nationwide truce. Negotiations addressed site disputes and aimed at an immediate cease-fire.
The 27 300 ton Empress of Canada, largest liner to call at Montreal, arrived from Liverpool and Glasgow in overcast conditions with 956 passengers aboard. The United States declares Cuba a Communist bloc member under Fidel Castro. It accuses Castro of ruling more communist than other Iron Curtain nations, citing one party elections and forced mass rallies as signs of his regime. The statement condemns Cuba as a socialist state with no real political freedom.
Calgary reports a large sale of wheat and barley to Communist China totaling about 217 million bushels for 1961–63 worth $425.6 million. Alberta wheat pool president G L Harrold hails the deal as excellent for western Canada though warns against expanding acreages. Government backs up to $50 million credit to support shipments from four west coast ports to Red China.

The service costs $1.50 hourly for foot patrols, $2 for scooter officers, and $2.25 for sergeants.
London Reuters reports Royal Insurance Company Limited offers to buy all shares of Western Assurance Co and British America Assurance Co. Prices proposed are 153 dollars and 94.39 dollars per share respectively. Directors owning a majority have accepted and recommend to minority holders.
The Provincial Travel Bureau reports 35506 tourism queries by end of April, nearly double last year, with maps guides and a picture booklet available. A bureau spokesman cites an intensive magazine advertising campaign as driving over half of the requests.
The United States postpones its first manned space flight due to bad weather at Cape Canaveral and downrange sites. Alan B. Shepard, 37, Navy commander, is named the pilot. a 48-hour wait is anticipated before rescheduling.
An Australian observer noted President Kennedy looked much better and well dressed on his return. He remembered Kennedy nine years earlier in the Solomon Islands when the future president, then 26, swam to aid injured crewmen after a Japanese attack while piloting a PT boat.
