Nicaragua's leftist government denounces Reagan's embargo plan as futile and a prelude to war. A private enterprise group warns it will harm private business while Aeronica airlines and Nicaraguan flag vessels face suspension of service to the United States. The White House notes Nicaragua and its allies threaten normal commercial relations.
About 35 doctors in Swift Current and district closed offices today to oppose provincial plans banning extra billing. Dr. Joel Blanchard said a study session is held to defend physicians rights. Roughly 45 physicians sought to join the one day protest, with others remaining in Cabri Gull Lake Maple Creek and Shaunavon to cover emergencies.
Justice Minister John Crosbie outlined Ottawa’s move to draft a constitutional resolution to strip the Senate of veto power over Commons legislation. He said a 1987 provincial conference on broader reforms would follow and noted seven provinces with over 50 percent of population are believed to be enough to pass the amendment.

The plan would distribute funds by farmers sale value rather than land area, shifting from railways to producers and affecting livestock interests.
