The royal commission on broadcasting, led by R. M. Fowler, urges stronger enforcement and possible license cancellations for flagrant violations. It supports more live Canadian radio and TV programs, a new supervisory system, and funding changes for CBC over five years with no TV or radio receiver tax.
The Fowler royal commission in Ottawa accuses CARTB of baiting the CBC and issuing one sided or misleading information about Canada’s broadcasting system. It also criticizes the BC for being timid in informing the public and urges private broadcasters to express views while avoiding emotional rhetoric.

The policy covers 13 projects built by PER, including Bluefield Bowell East and West grazing associations, Comrey associations, and Drowning Ford, with dugouts and dams. Since 1950, 81 irrigation works have received final PFRA inspections in the upper basin, raising licensed irrigation from 6,200 acres to more projects and stockwater facilities.
