The Alberta Legislature toiled through clause by clause debate on the Child Welfare Act amid levity from the gallery and the expected humor of a long session. The amendment defining a neglected child consumes two pages, with Huckleberry Finn used as a satirical example.
President Kennedy, fresh from a San Jose summit, fears the number of nuclear powers could climb to 15 or 20 by 1975 if a test ban fails. He cites Cuba troop shifts, warns against Castro raids, and urges continued negotiations with Russia though inspections remain a sticking point.
Sam Melnyk, former assistant manager of the Medicine Hat Toronto Dominion Bank, was found dead Thursday in the Camrose branch basement with a .38 revolver in his hand. Coroner says no inquest. He leaves a wife and three children.
Premier E. C. Manning of Alberta says Canada cannot change the monetary system overnight and reforms require a transition period. He urges social credit candidates nationwide to shorten the transition and notes voters have lost confidence in Liberals and Conservatives while wary of NDP socialism.
Regina reports Agriculture Minister Hamilton announced a sale of 120 000 metric tons of Canadian wheat to Communist Czechoslovakia.
In Paris the armed forces minister says France will continue its nuclear weapons testing program either in the Sahara desert or another location. The plan follows political and security considerations amid a tense international climate.
Tommy Douglas announced a policy to raise federal operating grants for universities, insisting current funding covers only about 15 percent of costs and stressing university autonomy. The Liberal and Conservative campaigns clashed elsewhere as Diefenbaker toured the Prairies and Pearson attacked the PM’s tactics.
Halifax MP Edmund Morris, once senior in the two seat riding, faces loss of income after April 8 as he parts ways with Diefenbaker over nuclear policy. Morris abstained on the confidence vote and later attacked the leadership, unlike Harkness and Sevigny who resigned.
Calgary police court heard testimony from Lillian Tierney about alleged husband T Harold Tierney’s violent actions the night of October 22 at the Olds farm home. She testified Neil Tierney pleaded for his father to stop as a gun discharged killing his father.
OTTAWA CP Toronto promoters Hugh Paton and D Hubert Cox were ordered by the Supreme Court of Canada to serve four year prison terms for defrauding Brandon Packers of 448000 and conspiring to defraud the company of 460000 plus issuing a false prospectus. The court rejected their appeal and upheld convictions of conspiracy to defraud and issuing a false prospectus with sentences reduced from seven years.
Hunter Brothers of Fort Macleod paid $6,000 for a Hereford bull, the highest price at the Calgary bull sale. The animal was consigned by James Hole of Airdrie. Other strong prices included a $3,650 bid for a bull from Jones Hereford Ranches Ltd. and a $3,000 purchase for a bull consigned by Erelyn M. Evans.
A light aircraft was wrecked during a forced landing on a boulevard of a divided four lane highway about 35 miles west of Edmonton. The occupants escaped injury. Names and number aboard were not released.
