London reports the German retirement on the Somme signals a major westward effort. The La Fere Cambrai line is fortified and a large-scale counter offensive is anticipated. Cavalry pursuit may yield to a planned, prolonged Allied effort with heavy anticipated casualties and long mobilization.

Ottawa reports Canada's fiscal year ends with a total revenue near 230 million dollars, up about 50 million from last year. War taxes from banks and financial firms plus postal and stamp taxes boost receipts. excess profits tax may reach 14 to 15 million in year one and 20 to 25 million in the second period.
President Wilson asks Congress to convene on April 2 to consider a state of war with Germany. He cites grave international policy questions and outlines a possible declaration that war has existed due to German submarine attacks on American commerce.
