Provinces face deadline in constitution fight in Winnipeg

Ministers from eight provinces opposing Trudeau race to craft a new amending formula for the British North America Act. Alberta court blocks federal tax on province owned gas wells

The Alberta Court of Appeal ruled Ottawa cannot tax gas wells owned by the province under the British North America Act. Provinces and municipalities seek RCMP funding relief plan

Federal Solicitor General Robert Kaplan proposed phasing in higher policing costs for provinces territories and smaller municipalities and 90 percent for larger ones at a Federation of Canadian Municipalities meeting. Mayors and aldermen urged a one year moratorium but were told no. Kaplan said contracts could extend five years if an agreement is reached. Warsaw Solidarity threatens general strike over Bydgoszcz clash

Poland's Solidarity chapter in Warsaw threatens a Monday walkout defying Lech Walesa and Premier Jaruzelski after a police beating of about 20 unionists in Bydgoszcz sparked protests. Walesa calls it a provocation while Jaruzelski sends investigators as talks continue for a peaceful resolution.
