South Africa will remain in the sterling bloc and aims to preserve trade and defense links with the United Kingdom despite leaving the Commonwealth on May 31. Verwoerd signaled continued reciprocal trade arrangements and defense cooperation with Britain while Macmillan welcomed the stance.
Canada presses for a Commonwealth open to blacks and whites, backed by moral and legal grounds, pushing South Africa to quit. Prime Minister Diefenbaker appears as the model of the new Commonwealth leader and gains prestige amid Afro Asian support. Nama Mahomo says South Africa will leave the Commonwealth May 3 when it becomes a republic.
United Nations General Assembly censured the Union of South Africa for attempting to incorporate the former League of Nations mandate territory, calling it illegal and a challenge to UN authority. The 74 to 0 vote with nine abstentions urged trusteeship and compliance, with South Africa silent and Western allies split on support.
In Ottawa the 1960 61 estimates show budgetary spending at 6 08 billion dollars while the publicly owned CNR records a 67 million deficit. The figures come as Fleming presents the final supplementary estimates and forecast higher spending for 1961 62. Edmonton report notes a legislative rush as Premier Manning plans night sittings to finish business by Easter with a bill on protecting sites and a hospitalisation plan sparking debate.
The Parks Committee urged no immediate bylaw vote for a new Robertson Pool. They called for study of future pool needs with a potential vote in October and discussed extending Robertson pool hours for another summer. Concerns about overcrowding and safety were raised.

The Vauxhall project aims to build a potato processing plant handling powder and flakes with packaging in one site. It will supply about 60 percent of the plant’s needs locally from 4,000 acres of potatoes, with 600 to 700 acres from nearby areas. about 100 workers are expected for an eight to ten month season. Construction should begin soon to handle this year’s crop. only one similar plant exists in Ontario.
The Highway Traffic Board announced road loading restrictions effective at 7 am with 75 percent bans on multiple routes. On March 17 Ban applies to Highway Three from Medicine Hat to Lethbridge and the segment west of Fort Macleod to Lundbreck. On March 18 bans cover Highway 1A Calgary to Canmore junction 1 and Highways 4 5 and 48 to Lethbridge and Elkwater Lake.
Move to Medicine Hat’s new federal building is postponed indefinitely due to failure to negotiate a wagonage contract. Several agencies including the post office customs and National Employment Service stay at current sites while DPW reviews bids. Local contractors Arnold Lanz and W R Maze note lack of bids and possible later award.
