Medicine Hat nurses will wait for directions from their provincial union before deciding what to do with a 19 percent wage increase offer. Gloria Bish said the United Nurses of Alberta may decide to bring the Alberta Hospitals Association offer to a vote or may attempt to re open negotiations.
The Congress of People's Deputies approved a constitutional change creating a new president with broad powers, a post tailored for Mikhail Gorbachev, by a vote of 1,817 to 133 with 61 abstentions. Gorbachev warned against negotiating with Lithuania and said talks would involve a commission studying the Baltic situation.
Deputy Prime Minister Don Mazankowski challenged mis information on the goods and services tax saying it will not raise new revenue. The budget projects GST net revenues of 20.8 billion for 1991 92 with credits refunding about 2 billion while Wilson had described it as a revenue tool to fight the deficit.
Federal Judge Paul Rouleau ruled the 1996 Maintenance of Port Operations Act fines up to 1000 daily violated the Charter rights to life liberty and security. He also found the act did not grant workers the right to strike. The ruling affects about 4000 longshoremen at eight West Coast ports challenged by ILWU.

Police place eight teenagers in protective custody amid fears of a death by own action pact after three youths aged 14 to 15 died by suicide. Psychiatric officials report lists of names linked to the pact, with at risk youths and families seeking counseling and safety measures. Ashley Merrick 14 Wayne Townsend 14 Chilton Thur 14 are named in timelines of recent deaths.
