Edmonton March 12 The New Districts Irrigation Act occupies the Alberta legislature as they consider whether irrigation debentures should be a direct charge on lands or take secondary status behind mortgages. Nelson Spencer of Medicine Hat supports direct charges. Premier Stewart and others oppose.
Washington reports a serious shortage of school teachers due to inadequate salaries. On February 13, when statistics were collected, 18,279 schools were closed for lack of teachers and 41,000 were run by teachers deemed below standard but employed temporarily in the emergency.

Ottawa March 12 The Dominion government proposed a tax of half to one percent on all retail sales in Canada. Grocers branch expresses strong denunciation saying it would raise living costs and cause large annual losses. They urge taxing manufacturers instead to raise revenue.

Albany reports a mysterious illness at Dannemara prison has killed two inmates and blinded or impaired sight in many others. Prison officials note several cases last week with theories ranging from wood alcohol to poisoned canned goods. A Harlem Republican club meeting discussed the League of Nations with no conclusion.

New York March 12 Freight rates on foodstuffs shipped to England on British vessels rose 30 cents a hundred pounds from 45 to 75 cents. The British ministry of food holds 300 million pounds of hog products in U S warehouses, meaning the English public would pay about 90 million dollars more if shipped under the new rates, said Robert Graham, ministry chairman in New York.
