Deputy premier Jim Horsman said social programs should survive Alberta moves to balance the 1980s budget though no new programs or spending hikes are expected. He cited energy-price gains as offsetting cuts and noted education health and other social services already lead among provinces.
In Didsbury Alberta Kelly Simm 17 died after a high speed pursuit ending in a crash near Carstairs Sept 18 1989. Opal Lewis 58 William Lewis 57 and Eugene Archambault 57 of Fort St John BC also died. Friends say Simm feared police and jail and had told a friend he planned to go home.
MPs reject Jack Shields forecast of losing half their Alberta seats. Joe Clark and Harvie Andre dispute the claim while Calgary MPs emphasize continued fiscal restraint and GST opposition as key to retaining strength. Alex Kindy says recovery possible but calls GST removal.
Debates over Ottawa's goods and services tax reveal 111 million spent to prepare the program before any tax bill was introduced. National Revenue accounted for 85 million in planning and equipment, with 15 million by the Finance Department on policy and advertising.
Quebec Conservative MPs say many in their caucus are nationalists who might resign seats and return home if Meech Lake fails to win final ratification. A Tuesday meeting at Meech Lake aims to map strategies as Newfoundland Manitoba and New Brunswick push for support before June 23.
Premier Clyde Wells announced in St Johns that he will introduce a motion to rescind the 1988 Newfoundland approval of the Meech Lake accord. He criticized the proposal for blocking Senate reform and regional disparities and said federal and provincial positions show no willingness to amend the accord by the June deadline.
Ottawa plans major Canada customs revamp to speed border flow and tighten penalties. New lanes for regular travellers, on board airline clearance, plate scanning pilots, tougher checks on illegal waste, and a computer duty calculator will be rolled out this decade. Compliance will be stressed while penalties rise markedly.
