The Canadian dollar rose to 71.43 cents U S for the noon EST bid, after closing Wednesday at 71.51 and a 71.07 intraday low. The uptick follows a softer U S dollar against major currencies as Volcker warned of inflation and a weak dollar if budget deficits persist.

Bank rate jumps to 11.81 percent in Canada

The Bank of Canada lifted its rate by over a quarter point to 11.81 percent from 11.52, with the dollar hovering just above 71 U.S. cents. Royal Bank of Canada lifted its prime rate to 11.75 percent from 11.5, and other major banks were expected to follow.

Drug smugglers halted after deadly chase near San Fernando

Police in San Fernando Mexico arrest 11 people linked to a drug ring after a tanker truck loaded with marijuana sparked a two part chase. Four police officers and a civilian were killed in shootouts as gunmen fled toward the Texas border. the operation yielded confiscated weapons and multiple arrests in Reynosa and at a home.

Dye contends Petrofina deal cost taxpayers four times its value

Auditor General Ken Dye argues in a Federal Court brief that the 1981 Petrofina purchase by Petro-Canada cost Canadians at least 2.4 billion dollars, far above the Belgian firm’s book value of 562 million. He seeks cabinet documents on the deal and cites 1.42 billion to buy shares, 140 million interim financing, 650 million in tax breaks, 35 million in pensions, and 180 million for liabilities.

Canada to cut sulphur dioxide as acid rain plan unveiled

Environment Minister Suzanne Blais-Grenier announced Canada will cut sulphur dioxide emissions by half and invest 300 million dollars by 1994 to combat acid rain. The plan tightens car emissions for the 1988 model year and aims for a 45 percent reduction by 2000, with funding to modernize smelting and coal use.
