Alberta proposes a 1965-66 spending plan of 493.8 million with a projected 22.6 million deficit to be covered by existing reserves. Treasurer Aalborg warns ongoing large spending boosts could raise taxes or prompt borrowing, noting almost 470 million in reserves and near-zero debt balance.
After nine months the government shows a surplus of 28.9 million dollars due to crown oil and gas lease sales in the Lesser Slave Lake area. A translated letter from prison escapee Lu cien Rivard dated March 3 1965 to Bordeaux Jail Governor Albert Tanguay denies theft accusations and describes the escape from Montreal Jail. Rivard contends guards were not harmed and pleads for understanding while noting the attempted return of a shotgun and asserting lack of outside help.
Four South Vietnamese children died and 11 people were wounded when a terrorist bomb exploded beside the Mayflower Bar in Saigon. A US military spokesman said two American servicemen were lightly hurt by glass. The blast, likely from 25 pounds of plastic explosive, followed North Vietnam raids.
