Francis testified he personally administered banned drugs to Johnson and other Canadian track stars starting in 1986 after Dr. Ja mie Astaphan moved practice. He named athletes including Angella Issajenko Cesai Williams Tony Sharpe Molly Killingbeck Mark McKay Tracy Smith and hinted Florence Griffith Joyner may have used steroids. Johnson has denied knowingly taking steroids. Astaphan denied administering them.

A 22 year old testifies in Quebec Superior Court that he began sexual relations with Pierre Lacroix when he was 16. The witness says the acts occurred from 1983 to 1987 at the preacher’s prayer centre, while Lacroix faces three counts of gross indecency and a potential 15 year sentence.
Alberta Premier Don Getty outlines a five point program to counter Ottawa's high interest rates. It offers two years mortgage protection above 12 percent for up to 75 000, a 4000 down payment loan for first time buyers, 14 percent loan shields for small business up to 100 000, a five year 100 000 cap capital loan guarantee, and farm loans up to 250 000 at nine percent for 20 years.
