Ottawa reports Hal C. Banks former head of the Seafarers' International Union of Canada must serve a 30 day jail term for contempt after Quebec injunction violations tied to 1962 picketing. The Supreme Court dismissed Banks' appeal for leave to challenge the contempt conviction with costs.
U S Attorney General Robert Kennedy and his wife Ethel arrived in Krakow as crowds surged through the city. Kennedy spoke to a 3000 plus audience in the square and the event ended with a symbolic switch on a Polish version of When Irish Eyes Are Smiling.
Britain Canada the United States Thailand and South Vietnam urge immediate cease fire in Laos and withdrawal of Pathet Lao from February 1 1964 positions. They cite North Vietnamese involvement and call on the IC to report promptly and assist verification of withdrawal. India abstains.
Prime Minister Pearson led a two hour Ottawa cabinet meeting to draft a July legislative program aimed at appealing to opposition groups. He scheduled a noon meeting with opposition House leaders and indicated the flag debate remains in the plan despite calls to delay until after a summer recess. Justice Minister Favreau urged firmness, saying he never gives up anything.
E J Benson Liberal MP Kingston Ontario is sworn in as minister of national revenue in Governor General Vanier's study at Government House. Prime Minister Pearson attends the ceremony and a possible successor to Benson as parliamentary secretary is noted. Benson fills the cabinet vacancy created by John Garland's death.
Verigin will join noontime picket at Suffield to advocate pacifism with 200 Doukhobors and speakers including A J Muste and Peter Mazaroff. Participants gather at Lundbreck Alberta and march to the Suffield station to hear speeches from 11 a.m. to 8 p.m. with a nonviolent statement of faith and antiwar aims.
