Medicine Hat police report a boat capsized on the South Saskatchewan River by Strathcona Park at about 8 p.m. Tuesday. Two men were rescued by fire rescue. one man was detained for being drunk in public. No injuries reported.

Lt Gen Andrew Leslie, 49, rises from colonel to three star in seven years to take command of the Canadian army on Thursday. He succeeds Lt Gen Marc Caron who led land forces since February 2005. The Automobile Insurance Rate Board will hold formal public meetings in Edmonton and Calgary to review mandatory premiums as part of Alberta's reform process. The AIRB's mandate is to annually review basic coverage rates for private passenger vehicles using industry experience and admin costs. Decisions are due by August 1 with new rates effective November 1.
Saskatchewan will hold its second PVSI on September 22 and 23 in Saskatoon to explore mutual benefits with the voluntary sector.
