Bibeau presses for more funding under feminist aid policy
International Development Minister Marie-Claude Bibeau vows to push Cabinet for higher foreign aid while unveiling a feminist development policy that reallocates 150 million from the existing budget to women's organizations in 30 countries over five years. Critics call the move window dressing as defence spending climbs. Equal-partner funding via a new development financing institution aims to attract private money, but aid groups warn it may neglect root causes of poverty and conflict. Canada aims toward the UN 0.7% target, currently around 0.3% of GNI.
