Diversity of funding urged for arts groups in Canada
The federal cultural policy review hears that deficit ridden arts groups should not all be saved. Arnold Edinborough of the CBAC warns that a 25 percent deficit threshold could justify failure after two years. He notes larger bodies gain business support while smaller ones risk collapse without increased private funding. Edinborough cites possible fundraising training with Banff Centre and stresses board responsibility to avoid chronic deficits. He questions deficit retirement schemes and cites Winnipeg Symphony as a case for limited government intervention.
