Ottawa announced initial price of 70 cents a bushel for No 1 Ontario winter wheat, basis Montreal export rates, matching last year's level. Government says spring wheat price likely to stay similar, with a decision pending in a day or two.
Ottawa and the wartime government announce sweeping powers to place all explosives in Canada under strict control. An order in council vests authority with the UK government over possession sale and safekeeping of explosive materials and requires mine operators to obtain annual permits. Exemptions apply for certain employers and regional regions.

In Stockholm on July 20 Latvia’s new Communist regime decreed the removal of President Karl Ulmanis. Presidential duties will be administered by Prime Minister Kirchenstein, a little known former horse doctor and lecturer on bacteriology. The decree nullifies the president’s office.
Mounties nab two Winnipeg car thieves after a chase on the trans Canada highway near Dunmore. The suspects William Green and Jack Brooks were driving a car stolen in Winnipeg on Sunday July 14 and held at the ACMP gaol awaiting Winnipeg escort. Police found gasoline cans and heavy tools in the car. Alva Randa and Ivan Salmonson of the Jehovah Witnesses sect were fined $25 and costs in Port Arthur under Canada regulations.
The British Broadcasting Corporation report to the National Broadcasting Company stated a German commission arrived in French Alsace Lorraine to census residents by German or French origin. The move is described as foreshadowing incorporation of the provinces into the German Reich.
Alberta’s debt refinancing plan outlined by Dr. Jacob Viner was discussed before the Commons committee on banking and commerce. Hon. Solon Low, Alberta treasurer, cited conditions for restoring provincial credit and creditor concessions in the proposed Dominion charter bill for a provincial bank.
