Quebec Premier Robert Bourassa and nine other provinces backed a sweeping reform package after 14 hours of talks. The plan calls for an elected Senate with equal provincial seats, native self government provisions, expanded House of Commons to 312, and a reworked distinct society clause moving to the Canada clause. Ontario's Bob Rae praised the deal as Quebec gains amid a broader federalist compromise.
Ottawa reports a modified Triple-E Senate plan with equal provinces eight seats and two per territory elected with MPs by proportional representation. The deal expands Commons seats and aims to rejuvenate Alberta Tories led by Don Getty amid an anticipated election next year.

An inter provincial trade tribunal and a native self government provision with a five year delay are included.
Alberta Opposition ND Leader Ray Martin cites leaked NovAtel documents as proof the Conservative cabinet knew about day to day affairs. He references a December 1991 management meeting approving 3.9 million in loans to X-Cell Cellular Inc and two others, needing prior government approval. Auditor General review to probe NovAtel loss.
