A Kobe flood in western Japan caused heavy destruction with officials estimating 400 to 500 dead. A Kobe resident phoned Tokyo warning the toll could reach 1,000 as rains continued and hillside slides threatened more casualties amid broader Japanese floods that left 861 dead, injured, or missing last week.
