Across Canada Day celebrations, the Meech Lake accord loomed large as Quebecers boycotted festivities while Montreal staged a sparse parade. The Queen urged calm reflection and national unity, as protesters gathered in Hull and Ottawa River areas and regional leaders voiced hope for a constitutional solution.
Bert Brown leads a bid to form a coalition of academics groups and citizens to salvage constitutional change after Meech Lake. The plan calls for a constituents assembly to generate proposals from voters rather than politicians with input from David Elton University of Lethbridge professor and Canada West Foundation president.

In Winnipeg CP report, shipowners crews and a federal mediator prepared to meet to avert a strike that would paralyse Canadian vessels on the Great Lakes. A strike would halt 87 Canadian owned ships shipping grain iron ore oil and supplies to American ports and Arctic regions beginning Wednesday. Sea Farers' International Union vice president Doug McLaren warned the strike would occur on the fourth as grain shipments decline in August. About 700000 tonnes of Prairie grain could be affected by a walkout.
Imelda Marcos and an aide were acquitted of racketeering and fraud in a New York trial over alleged looting of the Philippines treasury to buy real estate and luxury items. The verdict came during jurors fifth day of deliberations as supporters cheered any outbursts before the judge’s warning.
