Ottawa warns the poor will pay if the Liberal Senate delays the 7 percent goods and services tax. Otto Jelinek said nearly 10 million Canadians await a GST credit of up to 190 for adults and 100 for children, with first cheques before the tax takes effect January 1, 1991.
