Ottawa reports the armed forces hold a sit tight stance awaiting political decision on sending 400 selected soldiers to join a Vietnam truce supervision mission. No orders have been issued, no extra men prepared, and loading routes via Montreal to Saigon remain contingent on the final decision.
The ceasefire starts at midnight GMT with no time limit. All U.S prisoners in Indochina to be released within 60 days and U.S military withdrawn from South Vietnam in the same period. South Vietnamese forces and Viet Cong remain in place. An international conference to guarantee peace will be held within 30 days in Paris with invited nations and Kurt Waldheim.
A 12 page peace package allows North Vietnam to keep about 140000 troops in South Vietnam while the United States withdraws its forces and repatriates prisoners. A four power international control force of 1160 will oversee the delta, with China and the Soviet Union to attend a forthcoming international conference. The agreement also creates a national council of reconciliation and concord with equal Saigon Viet Cong and neutral party representation to guide South Vietnam’s future under international supervision.
Ottawa reports show mixed welcome to the Vietnam ceasefire agreement with no party committing to participate in an observer force. External Affairs Minister Mitchell Sharp said Canada would study the terms before deciding, while Conservative and NDP leaders urged release of details before comment. Sharp noted four Canadian conditions must be met for observer participation.
Canada and Hungary Indonesia and Poland are invited by the United States and North Vietnam to join an International Commission of Control and Supervision. The 23 point pact envisages 290 members from each country to observe ceasefire violations. The conference would meet in Vienna within 30 days of a Paris ceasefire signing and report to the four parties involved.
A settlement of the 10 month postal dispute between the government and 28 000 unionized workers seems imminent. The accord would end mail disruptions and reinstate peace through 1974 with union ratification likely. The conciliation board ruling clarified arbitration points and boosted optimism among both sides.
The NDP won key concessions in the Commons dictating a 25 member committee to study rising food prices with an interim report due within two months of its first meeting. The vote split Liberals and NDP against Tory amendments seeking a three month final report by a smaller panel.
Federal and provincial ministers wrapped two day talks to streamline housing planning. They approved ongoing conferences, long term budgeting and a National Housing Act amendment plan. Basford pledged at least 1 billion dollars yearly, with multi year funding. Ontario pressed for conditioned funds despite federal reservations.
