Sixty one municipal councils were dissolved by decree and thirty eight mayors and other municipal officials were ousted in a drive to clean up France's city governments. Special delegations will replace councils and department prefects will replace dismissed officials.
Cairo reports capture of Tobruk from Italian forces completed last night. More than 14,000 prisoners were taken including four generals one corps commander and one admiral. British casualties under 500 with 2000 wounded evacuated. Isolated Italians mopped up west of Tobruk after a 36 hour frontal assault following a 16 day siege.
Under Rev and Mrs J W Bainbridge Fifth Avenue United Church praised a strong year 1940 despite wartime difficulties. Reports from church groups showed progress with women's activities and cost savings from new storm windows funded by the Women's Auxiliary. The Session especially credited Mr. for notable work.
A Transcontinental and Western airliner crashed while approaching the airport for landing in St. Louis early today. Captain P. T. W. Scott, chief pilot, and passenger J. F. Mott were killed. The Canadian Wheat Board announced increases to wheat delivery quotas to 15 bushels per seeded acre at Linden Pollockville and Travers in Alberta.
W J Keswick British chairman of the Shanghai municipal council and two Japanese council officials were wounded in a shooting at a meeting in Shanghai. The incident followed the council's vote against a 40 percent municipal tax increase. Spectators saw Y Hayashi, chair of the Association of Japanese Street Unions, jump to the platform with a pistol and he was detained as a suspect by Japanese consular police.

Students at Alexandra High School rally for War Savings stamps as two large thermometers rise toward a $2000 target. The display shows a burning firecracker near zero and Adolf Hitler at the top, with students purchasing stamps every Tuesday to fund the drive.

German prisoners landed from Britain yesterday near an East Coast Canadian port. One of two escapees was captured in the city by constables after guards and police hunted the area. Hundreds of prisoners moved toward Canadian internment camps as authorities pursued the remaining fugitive. A noted Nazi fighter pilot among the prisoners was listed among the three most deadly pilots in Goering’s air force.
Nomination papers for the Camrose by election were filed with the returning officer. C S Sayers of Meeting Creek submitted as Social Credit candidate and Chester A Renning of the CCF and provincial party leader filed papers as candidate. Nomination day set for February 6.
