Winnipeg Commodity Exchange reported that in 1979 80 the open market paid higher prices for No 1 feed barley and oats than the Canadian wheat board. Barley averaged 122 10 a tonne in Thunder Bay while the board paid 107 47, a 15 a tonne gap. Oats averaged 113 74 vs 68 08 from the board, which had issued no oats quotas.
