Lal Bahadur Shastri died of a heart attack in Tashkent shortly after India and Pakistan pledged no more war. The agreement, brokered by Russia, crowned Moscow as a peace-maker in Asia despite the tense 22 day war last September.
New York Mayor Lindsay set out three routes to end the transit tie up as mediators pressed for a settlement. Chief union negotiator MacMahon dismissed the proposals, with talks at city hall continuing amid looming deadlock as 850000 vehicles flooded Manhattan. Meanwhile in Asia, Pakistan and India signed a peace declaration mediated on Soviet soil, pledging a phased pullback of armed forces by Feb 25 and steps to restore relations and trade. Kosygin hailed aid but cautioned that Kashmir remains unresolved.
The body of Prime Minister Lal Bahadur Shastri arrived in New Delhi after his sudden death in Tashkent from a heart attack. Generals carried the coffin and thousands lined the route as India mourned the diminutive leader who had just helped seal a peace pact with Pakistan. President Rajendra Prasad, newly sworn Prime Minister Gulzarilal Nanda, and interim officials joined mourners at the airport and along the procession.
In a Retail Merchants Association meeting this morning, CPR discussed adding a baggage car for express and mail to a fast freight to replace The Dominion. If true, subsidies for the $10,000,000 loss could be unnecessary. if not, the association will investigate. Calgary Mayor Jack Leslie opposed the city entering rail business and urged CPR to reconsider its Dominion end.

The Canadian Press reports Saskatchewan and eastern Newfoundland were hit by two massive blizzards. Regina suffered drifts up to high levels, delaying movement for a week, with Moose Jaw facing similar conditions. Atlantic storm brought hurricane winds and 15 foot drifts in St. John’s, halting a 300 mile Trans-Canada corridor until crews cleared routes.

Moose Jaw council will study a proposal by Mayor Harry Veiner of Medicine Hat to form a rail company with eight Prairie cities. The plan would run daily passenger service Winnipeg to Calgary with Moose Jaw as headquarters, while Regina rejects the idea and Moose Jaw aims to press for a national passenger service.

Shastri died at 1:32 a.m. after a coughing spell. aides and eight Soviet doctors failed to revive him. Tass cited heart attack as the cause. Ayub Khan, Chavan, and Wilson offered reactions as the staff prepared to depart.
VANCOUVER CP Premier W A C Bennett won dismissal of a slander suit by George E P Jones, former chairman of the B C Purchasing Commission. Justice H W McInnes ruled remarks at a Victoria Social Credit meeting last March contained no slander in natural meaning or innuendo.
Canada's new agriculture minister John J. Greene said he aims to start soon on a national crop insurance formula. He called for a dairy commission, unemployment benefits for farm help, and improved returns for farmers. Greene said officials will draft the plan locally, then invite provincial talks in Ottawa. He noted farm families earn far less than other workers, sometimes about 1500 dollars yearly. He plans to visit Edmonton Calgary Regina and Winnipeg for further discussions with farm delegations.
