Madrid dispatch reports more than 200 000 insurgent and government troops and 200 aircraft in what is described as the greatest battle of the civil war around Teruel. Government lines on the front allegedly hold under heavy pressure as insurgents claim advances toward Teruel and Muela de Teruel.
Washington reports a new bill to document fishing boats five tons and over, requiring American ownership and operation or forfeiture for unregistered ships. It also allows smaller vessels to operate only if built and run by Americans, with aliens limited to six years of operation. Talks with Japan on Alaska salmon rights near completion.
