Washington December 28 The compromise on submarine tonnage based on status quo for France Italy and Japan and reductions of 60000 tons for the United States and Great Britain appears likely to fail due to objections from France and Japan. France would resist a 42000 ton allocation opposed to a 90000 ton minimum. If rejected, a future conference proposal may be presented to delegates within a few days.
