Police switchboards in Manila have lit up since a new hotline 166 was introduced to speed emergency responses. Instead of pleas for aid, callers frequently insult officers or proposition them for sex, reflecting public distrust and perceptions of police corruption and inefficiency.

Floods move west through the Netherlands after inundating riverside towns in eastern France and Germany. At least eight dead, five in Germany as the Rhine rose over its banks near Cologne and Bonn. In Burlington Ontario a five day old, Shelby, was abducted by a woman posing as a nurse. Detectives tracked her to Room 130 at Town and Country motel where the baby was found under the bed. The suspect, aged 45 to 50, was jailed and faces kidnapping charges after bail hearing.
Israeli Prime Minister Yitzhak Rabin urged patience in pursuing peace with Palestinians during Christmas greetings to Arabs in Nazareth. He warned against losing faith while noting limits on flying a Palestinian flag from Bethlehem’s town hall under the interim accord, as clashes over flags persisted in Bethlehem.
In Denver area, eight malls canceled Lt. Nick. David and Jeffrey Henderson planned to meet Santa at Crossroads Mall Boulder. Police stations became the safe venue as threats called Santa an impostor. The anonymous letters warned of violence and claimed the writer had guns and ammo.
Police, FBI and Postal Service investigate threats after a deadly Denver-area pizza parlor slaying. Malls posted Santa notices, and officers, firefighters, and volunteers staffed more than a dozen high security Santa workshops. By Thursday noon, lines formed under heavy protection as families sought a safe, festive visit.
