Robert Stanfield former Progressive Conservative leader and Nova Scotia premier is named chairman of the Commonwealth Foundation effective January 1. He succeeds Ulric Cross and becomes the first Canadian to head the body which promotes professional cooperation among 49 Commonwealth countries and supports culture media social welfare rural development and women's roles. Canada is a major contributor to the foundation's finances.
In Kandahar and surrounding areas, Afghan forces suffered about 300 dead and 400 wounded after two weeks of fierce fighting with guerrillas. Western diplomats said Soviet airstrikes hit Kandahar and Herat, affecting over 100 people. the cause and target details remain unclear.
