Ottawa aims a 1.5 billion dollar cut to new federal programs including family allowances youth programs and CBC as part of an inflation fighting plan. Critics call it a con game while the 1976 77 budget remains to be announced with total spending expected to exceed 35 billion.
The Paris meeting of 16 industrialized and 19 developing nations created four commissions to pursue intensified dialogue on energy raw materials development and finance. Allan MacEachen will chair reviews with Manuel Perez Guerrero February 11 set as the commission start date. Trudeau announced Canada’s anti inflation plan while warning hardship and urging public support.
Seven South Moluccan gunmen ended a 16 day siege at the Indonesian consulate in Amsterdam by releasing 25 hostages unharmed and surrendering without concessions. The event followed a birthday party inside and nearby hijacking incidents with no added demands.
Government trims next year’s spending by 1.5 billion though total outlays rise by several billions. January family allowances cut, Young Canadians program axed, Opportunities for Youth canceled, Local Initiative Program reduced. Surtax on personal income above 30 000, MPs and senators forego raises, top public servants freeze. Big projects exempt from controls, architects and real estate lawyers fees to fall over three years. Companies capped at four price increases annually. federal ad bill cut by four million.
Alberta Energy Minister Don Getty warns Ottawa's white paper on anti inflation measures could trigger a federal provincial fight over export taxes on natural resources. He and Lou Hyndman fault the proposal as vague and unconsulted, citing past oil tax as precedent and concern for impacts on Quebec electricity and Ontario and B C mining.
Provincial Auditor D W Rogers blamed Horst Schmid for lax handling of funds in the disbanded Office of Special Programs and said fraud and misuse occurred. Premier Lougheed expressed confidence in Schmid while ordering further scrutiny of grant transactions and department accountability.
In Quebec the opposition demanded Finance Minister Raymond Garneau resign over alleged abuses at the Quebec Liquor Corp. After reforms in 1971 Garneau denied involvement. La Presse reported a 25 year pattern of supplier contributions to political funds tied to the liquor monopoly.
