A municipal council notes General Nivelue takes command of a French force in the north and northeast, succeeding General Joffre. Discussions cover salaries for permanent firemen, port state duties, nickel refinery advocacy, and council committee reports on gas, water, and city expenses.
Paris reports General Joffre hands command to General Nivelle with brief congratulations. German raid on the Somme north of Sailly Saillisel fails to gain permanent success. French advances near Rheims repulsed. Over 1,000 Russians and Rumanians captured in Dobrudja. retreat toward the lower Danube continues. German high command claims reserves intact and no need to shift troops east to west.
The council read letters and adopted reports including a water rate dispute between metered and unmetered Royal water connections. They debated a Bir ice rink project on Washington Ave and decided to notify the Water Department if the project proceeds. London and Paris dispatch report Premier Lloyd George and Briand asserting that peace is impossible without reparations and a strict guarantee against Prussian militarism. They warn against accepting German proposals and promise a concerted Allied response.

A large crowd filled the Curling Rink for opening rounds of the Patriotic Bonspiel. Ice was in fine condition and players performed well though season’s first games. Results listed for several rinks with scores from single digits to mid teens and draws scheduled for 7 and 9 o clock tonight.
