Prime Minister Joe Clark announced Parliament is dissolved and a general election called for February 18 after his minority government was defeated in the Commons. Clark made the move in Ottawa after meeting Gov Gen Ed Schreyer for 50 minutes starting at 8 a m EDT.
Prime Minister Clark said the 18 cent excise tax on gasoline and motor fuels from the budget will be removed after the government was defeated in the Commons. He announced an election for February 18 and suggested other excise tax increases, including tobacco and alcohol, would be scrapped.
Ottawa dispatch reports a $1 billion bid by the Progressive Conservatives to win Social Credit support during the 15 minutes before the nonconfidence vote. Fabien Roy abstained as emissary between Joe Clark and Roy, and the final tally 139 to 133 ended the government’s bid.
About 600 Patriotic Front supporters marched near Lord Soames's residence in Salisbury protesting the ban on the Zimbabwe African People's Union and calling for the release of followers. Police dispersed the crowd after an hour as Soames held talks with Rhodesian leaders.

Treasury Board President Sinclair Stevens warned that unless deficits are checked Canada risks rising public debt, with per capita debt projected to 4 250 by 1983 if unchecked.
Quebec's national assembly unanimously approves a bill creating 311 bilingual laws to replace French only statutes. The measure allows bylaw and regulation enactments in French and English and aims to restore pre 1977 bilingual practices amid a sovereignty referendum context.
