John Wells reports Alberta critics argue the federal price controls bill lacks a provincial plan to enforce controls. They say price rises will be unchecked, energy costs will climb, and unanticipated savings may not reach consumers. Notley denounces a 40 member oversight as ineffective and warns the poor and unorganized face loss of options.
Ottawa outlined a draft form for a federal provincial anti inflation agreement indicating provinces could apply wage and price guides to provincial areas for 16 months or less. Provinces may hand enforcement to the federal board or create their own procedures with retroactive options. The plan aims for a three year span but provinces balked at the full term.
The November unemployment rate rose to 7.3 percent or 640,000. Auditor General Macdonald criticizes federal financial procedures as below standard. Trudeau backs a cautious anti inflation program while the Senate approves it in principle. Liberal MPs face committee removals over Time and Reader's Digest legislation. Government seeks 1.7 billion in supplementary spending but blocks a 2 billion borrowing plan.
Defence Minister James Richardson said broad public support for NATO rises when deterrence is understood. NATO commended Canada's defence policy during the two day meeting, noting Canada will acquire a $950 million fleet of long range patrol aircraft and maintain European manpower with modern tanks. The communique cited the pledge as fulfilling Trudeau's NATO summit pledge.
NATO defence ministers in Brussels warn of Soviet and Warsaw Pact strength growth across firepower mobility and armored force. They cite submarines bombers and tactical nuclear capabilities while urging no alliance reductions without balanced East–West agreement.
The General Assembly gave final approval to hold the Habitat conference in Vancouver May 31 to June 11 and unanimously invited the Palestine Liberation Organization as observers. Canada pledged PLO delegates will be admitted. Israel abstained. The next step is a Canada UN protocol detailing privileges for delegates.
Auditor General J. J. Macdonell charged the treasury board with inadequate oversight leading to widespread budgeting flaws across federal departments. The 177 page report cites waste such as $4.5 million rents for unoccupied space and $129,000 in Halifax vacated offices, urging a strong central agency to direct financial management.
Soviet leader Leonid Brezhnev rebuked Western critics of detente at the Polish Communist party congress. He accused Western circles of misinformation and slander aimed at Socialist countries, while hinting talks in Vienna and Helsinki pave the way for pan European energy and environmental cooperation.
