Alberta government rejected the federal plan for acreage payments to Prairie farmers unable to harvest due to snow and rain. Agriculture Minister L C Halmrast said the 50 percent threshing rule is impractical and inequitable, and urged interest free cash advances regardless of unthreshed crop percentage.
Soviet Premier Nikita Khrushchev told a Budapest audience that Russia has enough nuclear rockets to raze all enemies and urged world disarmament tied to the Berlin issue. He called West Berlin a key obstacle, accused Adenauer of stubborn logic, and proposed a free city with a separate peace if settlement fails.
Paris Reuters Spaak says Western nations must push aid to underdeveloped countries amid Soviet pressure. He credits the Marshall Plan and NATO as miracles and calls for a new initiative to coordinate foreign policy and boost Africa-focused economic policy through European collaboration.

In Whitey Ontario an incident left two beer bottles missing from evidence. Pickering police chief Howard Nickling searched a car for groceries while three men were left at the station. On return the beer had been consumed, and charges of stealing groceries against three men were dismissed.
In Machias Maine an aggrieved taxpayer and spouse delivered 8001 pennies totaling $80 to town manager Robert Smith after a dispute over assessed value. The couple have moved away, and mailing the refund would cost more than the pennies.
In northern Israeli territory near the Gaza Strip two armed Arab raiders were shot dead after infiltrating from the Gaza Strip. An Israeli military patrol faced three intruders. when challenged they opened fire. Two raiders were killed and two Israeli soldiers were wounded. the third intruder escaped.
A mother Elaine Ennis 38 and her daughter Janice 6 died in a Welland Ontario apartment fire that also left the father Herman 40 badly burned. The two other children Linda 14 and Judy 24 were sedated and taken to a neighbor’s after Linda carried Judy from the building before the alarm.
Alberta government collected 95 000 from Crown reserves in the southeastern region. Sun Oil led with 60 280 paid for 44 000 acres. MicMac Oils Ashland Mayfair combined 20 736 for 11 840 acres. Canadian Petroleum 7 840 for 15 680 acres and Scurry Rainbow Oils 6 156 for 11 840 acres.
Mickey Rooney guest on Jack Paar’s NBC program in Hollywood, is invited to leave after a lively 30 minute exchange. Rooney, sweating, says he attended his first wedding anniversary with fifth wife Barbara Ann Thomason. Paar jokes about his sobriety as producer Bill Anderson defends the host.
Canada Safeway and O.K. Economy Foods win council approval to build two supermarkets on Eighth St NW Crescent Heights. Plans approved. permits to be issued as city reviews continue. Officials say construction will start as soon as possible amid council debates over development and planning authority.
City Solicitor James Kidd reminded council that verdicts on land use exist from the land sale and a building permit can be issued after plans pass the building department. The meeting examined the Eighth St shopping centre and its impact on 12 existing shops, urging a balanced approach to community benefit.
Alderman Earl Smith condemned Tuesday night’s council meeting on building permits for O K Economy Food Stores and Canada Safeway in Crescent Heights as utter stupidity and an illiterate street corner brawl. He exited the session after about two hours, saying the meeting was insipid and unnecessary and that time is a precious commodity.
Storms lashed France and Italy with torrential rains and deadly flooding. Twenty people died in Western Europe over 48 hours, including 12 bodies pulled from a rain swollen river near Enna and a landslide burying 13 laborers in the Italian Alps. In Spain winds and snow killed at least three. the French Riviera saw yachts and villas swept away while Nice faced landslides. Britain’s fog lifted enabling some flights as the United States liner remained at anchor off Southampton.
In Red Deer Alberta a blood-stained suit believed to belong to Robert Raymond Cook was shown at his Supreme Court murder trial. The garment, found in the Cook home, links to the killings of his wife and six children in a grease pit near their Stettler residence.
Ottawa announces E. L. Bushnell resigns as vice-president of the CBC effective December 31 to enter private business in radio and television. Revenue Minister Nowlan says the resignation is accepted with real regret.
In Havana a military tribunal hears two defendants including Rafael Del Pino on counter-revolutionary charges. Del Pino, a 33 year old Cuban born U.S. citizen, tearfully pleads before the La Cabana Fortress court as prosecutors seek execution for both him and co defendant Luciano Lineras Gastell. The second hearing follows a week of revived military tribunals ordered by Fidel Castro with potential repercussions beyond Cuba.
Franklin Carbo, accused of fight game racketeering, was sentenced in New York and flown to Los Angeles for a federal arraignment on attempted extortion charges. He faced co-defendants Frank Palermo Truman Gibson Jr Joe Sica and Louis Dragna in a case tying threats to boxing purses and promoters. Carbo pleaded guilty in New York to three misdemeanors including conspiracy undercover activity and was given a two year jail term.
