Emil Benoist a 20 year old who had failed to make the Marines and boxed as a youth conducted a shooting spree near Hackettstown New Jersey. He killed seven people including himself after a long pursuit by police and train crews.
President Carter directs the Pentagon to boost NATO expenditures and strengthen U S strategic forces to deter a Soviet European attack. The six month NSC study aims to inflict an unacceptable level of damage to deter any bloc assault. An official also notes French forecasts of a South African nuclear test but says Pretoria promised not to explode a device.
The Quebec national assembly approved Bill 101 the French language charter on the session’s 101st day then quickly cleared three more measures and adjourned for a seven week break. The government also moved bills on political party financing car insurance and slaughterhouse operations amid heavy debate.

They meet Robert Mugabe and Joshua Nkomo and brief five neighboring states on a package offering a neutral peace force, a British administrator, and elections under one man one vote.
