Kingston police report an inside theft at the Kingston Penitentiary staff canteen. Thieves crawled through a space above the suspended ceiling and stole 175 dollars in cash and 1200 dollars in cigarettes. Two suspects are already jailed.
Ontario conservatives announce measures to cut welfare costs including random inspections for recipients and a fraud hotline. Single homeless people lose a $120 shelter allowance without housing, with benefits to drop 21.6 percent by October affecting about 500,000 recipients. Critics call plan mean spirited and unconstitutional.
The first group of UN peacekeepers left Gorazde as aid workers warned the enclave faces increased danger. 75 Ukrainian troops moved to Belgrade. Bosnian Serbs blocked weapons left behind. A seven-truck convoy for 170 British peacekeepers was to depart Gorazde, with 12 armed observers remaining. Karadzic demanded two thirds of Bosnia in any deal ahead of talks.

Vaccination discussions include accelerated schedules for under seven, with about 1,000 children receiving the vaccine yearly and treatment available for exposed daycare children. The illness requires close exposure, though symptoms may linger after treatment.
Microsoft launches Windows 95 marking a major PC software update. In New Zealand buyers queued at midnight for releases as Canada held overnight sales with the Rolling Stones anthem blaring. Ontario Premier Mike Harris and colleagues told Quebec voters a Yes outcome in the sovereignty referendum would end the trade benefits within Confederation. Harris rejected a separate trade dispute model, saying interprovincial rules differ from international ones. Manitoba's Gary Filmon warned a sovereign Quebec would exit the Interprovincial Trade Barrier Reduction Agreement, ending access to its advantages.
