Two people died when a car rear ended a tractor trailer on Highway 1 about 15 miles west of Medicine Hat near Bowell Alberta. The victims are believed from Calgary and their names were not released. The truck was parked on the shoulder with flares out. the driver was uninjured. The crash occurred at 2:40 a.m.
United Nations Acting Secretary-General Thant told Katanga President Tshombe a week to 10 days to accept a UN plan to unite the Congo peacefully. If refused, he would push economic sanctions and end purchases of Katangan copper and cobalt. The plan requires a federal constitution, shared mine royalties, currency unification, and integration of Katanga’s forces into the Congo army within 90 days.
Moise Tshombe, head of Katanga, offered to hand surplus revenues to the central Congo government or a UN body. He invited UN experts to Elisabethville to determine revenue division and said Katanga’s books would open to investigators. He warned Katanga fears no sanctions or war.
The Medicine Hat city council backed a police commission plan to allow commissionaires to chalk tires to enforce meter limits. The parking committee will decide which meters to mark, with immediate chalking possible at one hour meters and study needed for longer time limits.
A Brazilian DC-8 jet with 105 aboard crashed after overrunning a runway into Guanabara Bay. Frogmen recovered seven more bodies, raising fatalities to 20. 13 were dead earlier. Dozens survived, including the pilot, co pilot, and several Americans and Russians.
Washington DC Secretary of State Rusk summoned Soviet Ambassador Dobrynin to discuss the latest Berlin developments. He urged Moscow to agree to a meeting of Big Four representatives to reduce Berlin tensions.
In Beet on Ontario police fear 10 year old Thomasina Baker may be dead after she vanished from a Sunday scene when she was lured into a stranger's car near her home. Authorities and volunteers, aided by aircraft and soldiers, scoured farmlands with no trace. A $5000 reward was posted by Attorney General Kelso Roberts for information leading to an arrest.

Soviet Premier Khrushchev told West German ambassador Hans Kroll in Moscow he would likely attend the fall United Nations General Assembly in New York in the second half of September. He would not, however, be present for the opening on September 18, according to reports.

London reports the British government intends to press four power consultations to lower tension in Berlin. A foreign office spokesman deplored the Soviet commandant s refusal to talk with the Allied powers. Urgent Western consultations are under way in Berlin and Bonn. Considerations include compliance with Red Cross cooperation to prevent shootings. The US Britain and France retain access rights to East Berlin but lack direct authority.
West Berliners angered by the fatal wounding of an East German refugee by East Berlin border guards prompted two protests from Soviet and Soviet deputy commandant officials. Maj. Gen. Albert Watson, U.S. commandant in Berlin, rejected the protests. The Soviet requests came to the U.S. mission Sunday and Monday night.
Maj. Andrian Nikolayev and Lt. Col. Pavel Popovich disclosed at a Moscow press conference that both landed by parachute after their joint space mission. Their craft weighed about five tons and the closest approach between ships was about five kilometers. They landed six minutes apart in a remote Kazakhstan desert, with Nikolayev exiting the capsule to finish the descent.
Defense Secretary McNamara said the United States cannot match the Soviet twin orbital cosmonauts until bigger boosters are built. A Titan II booster contract was awarded Monday with about 800 million dollars planned for development.
