Smart workers, many in low‑skill jobs in Canada

A Statistics Canada report shows over 2.5 million employed Canadians, about one in five, have literacy skills exceeding job demands. Researchers Graham Lowe and Harvey Krahn say the result reflects too few highly skilled jobs, based on the 1994 International Adult Literacy Survey of 5,660 workers aged 16 plus.
