Ottawa and Ottawa area report release shows Dennis commission full 751 page document criticizing government housing policy beyond low income housing. It urges income supplements and shelter allowances up to 700 million dollars yearly, plus housing rehabilitation and a federal land bank to curb lot prices.
At least seven major British ports face continued disruption as militant shop stewards refuse to return to work despite union leaders ordering a return to duty. The National Ports Shop Stewards' Committee says it backs crews at eight ports including London, Liverpool and Hull, which together handle over 80 percent of Britain's trade.
Canada saw a broad rise in crime in 1971 according to Statistics Canada. Murders dropped slightly to 426, but rates climbed for attempted murder rape and sexual offences wounding and assault breaking and entering thefts motor vehicle thefts and cannabis and opiate like drug charges while police numbers grew only modestly.

Vancouver Premier W A C Bennett asks the federal government to intervene by declaring the British Columbia dock standoff a national emergency. The move aims to end the dispute and restore order in the province.
Britain signals potential emergency appeal to Commonwealth nations including Canada to take in up to 50,000 Asians expelled from Uganda within 90 days. Geoffrey Rippon said a large international effort may be needed to resettle Ugandan Asians and urged other countries to recognize their potential contribution to economies. Meanwhile in Canada, dock labor unrest in Vancouver has prompted Premier Bennett to push for national emergency measures as talks address hiring hall practices for 3,200 dock workers across multiple ports.
Halifax Canada municipal affairs ministers agreed to ease the burden of education and social welfare costs on municipalities but could not settle how. Proposals ranged from a provincial takeover to a 75 percent share, with a fall meeting planned to revisit the issue and discussions to continue through next year.
