Warsaw reports indicate Polish forces are concentrating and regrouping for an extensive counter move on the Warsaw front. The aim is to begin within days to break encirclement by Soviet troops surrounding the capital.
The United States states it supports a free and independent Poland and opposes any general European armistice that would recognize Bolshevik Russia or lead to Russia’s dismemberment. It emphasizes aiding Russia’s path to national self government and predicts Russia’s eventual restoration as a united state.
The United States backs Poland's independence and territorial integrity and opposes dismemberment. Secretary Colby notes that U.S. policy will use all means to support Poland as an autonomous state while urging allied powers to respect Russia's territorial boundaries and a truce.
Congress approves $100 for repairs and upkeep of the Wakefield Virginia site linked to George Washington. The birthplace area has no dwelling and few visitors due to limited access, with the old government wharf ruined by ice floods and not rebuilt.

A daily air mail service began July 11 between London and Amsterdam. An extra postage of 6d per packet applies, with express delivery at 6d per packet. Express parcels reach Amsterdam and Rotterdam the same evening, enabling a London business to receive replies in about 30 hours.
Washington reports the Waterpower Commission news hearings on regulations for private development of the nation’s waterpower. The commission chaired by Secretary Baker will meet after Payne’s Alaska return, aiming to implement ten years of legislation with open hearings on each regulatory group.

A London firm importing German goods via Hollandias offered ready to wear paper suits from Germany at 25 Gr (60 cents) to 108 Gd ($2.50) per suit. Suits, English style, can be bought in bulk for 20 pounds sterling per thousand. Complete suits pass customs at 10d (20c) per article.
Two citizens appeared in police court this morning and were fined one dollar and costs each for using water in a prohibited manner.
Ottawa August 11. J M Daly of the Canadian Retail Coal Association protests any increase in freight rates on coal at the rates case before the Railway Commission. He argues railways can absorb costs better than consumers, noting coal costs are already high and wood is scarce.
In Columbus Ohio a machine under development by Ohio State University psychology instructor Professor H E Burtt records a subject’s blood pressure and breath cycle to determine if lying can be detected. Burtt seeks the exact inhaling to exhaling ratio as a lie indicator.
In Florence Italy on August 10 an explosion at a muni tions depot caused by a fire killed 32 people and left several others injured. Local authorities reported extensive damage and ongoing inquiries into the blaze.
Sir George Irey to sign the Turkish treaty in Paris on behalf of Canada. He will sail tomorrow for the Dominion and expects to stay two or three months.
